(a) Monthly rates for different classes of positions which are prescribed in table form in Section 157.01 shall be changed only by Council upon recommendation by the City Manager.
(b) Changes of the compensation plan shall be made in the manner so as to maintain proper relationship among the classes of positions and to reflect changes in the cost of living and in prevailing rates of pay comparable to positions outside the City service.
