(a) Beginning with the first day of the pay period within which January 1, falls, pay rates will be adjusted. Beginning with the first day of the pay period within which January 2, 2024 falls, Council shall be paid on a monthly basis; all other employees shall be paid biweekly and shall be compensated as set forth below. Where the rate is variable, the rate will be established by the City Manager by written notice to the Director of Finance. The following position titles and number of employees in the various departments, offices and divisions are hereby set forth, except as otherwise determined by the provisions of the Charter.

(b) The Utilities Supervisor and Utilities Operator rates provided for in the schedule above are for persons not holding a State of Ohio Water Operator or Wastewater Operator license and for each license grade acquired from the State, the employee shall receive twenty-three cents (23¢) per hour in addition to the rate of compensation set forth in the schedules above, payable with his or her regular pay.
Such additional rate shall be paid to the employee as long as the employee works or is willing to work in the capacity for which the license is required. Should the employee refuse transfer to a position or assignment of duties requiring such license, the department head shall submit a payroll change notice to terminate the additional compensation.

(c) Overtime Administration.
(1) Municipal employees with the exception of Officers, Department Heads, and Commissions, shall be allowed and paid extra compensation at one and one-half times his or her regular hourly rate when required to perform services in excess of forty hours per week, provided such services were authorized by the City Manager and the City Manager certifies to the Director of Finance that such services were authorized and the number of overtime hours so worked. For the purpose of this section, a salaried employee’s regular hourly rate shall be determined by dividing his or her annual salary by 2080.

(2) For the purposes of overtime administration, an employee shall actually work or be on approved leave, vacation, personal or comptime in excess of forty hours per week in order to be allowed and paid extra compensation.
(d) Shift Differential. Beginning with the first day of the pay period within which January 1, 1998, falls, Police Lieutenants whose job requirements require the employee to work a scheduled afternoon or midnight shift, shall receive a shift differential in addition to their regular scheduled pay which shall amount to thirty cents (30¢) per hour on the afternoon shift and forty cents (40¢) per hour on the midnight shift.

(e) Public Employees Retirement System Contribution.
(1) Effective January 1, 2012, the full amount of the statutorily required employee contributions to OPERS shall be withheld from the gross pay of each person within any of the classes established in subsection (e)(2) herein and shall be “picked up” (assumed and paid to OPERS) by the City of Louisville. This “pick up” by the City of Louisville shall be designated as public employee contributions and shall be in lieu of contributions to OPERS by each person within any of the classes established in subsection (e)(2) herein. No person subject to this “pick up” shall have the option of choosing to receive the statutorily required contribution to OPERS directly instead of having it “picked up” by City of Louisville or of being excluded from the “pick up”. The City of Louisville shall, in reporting and making remittance to OPERS, report that the public employees contribution for each person subject to this “pick up” has been made as provided by the statute. Therefore, contributions, although designated as employee contributions, are employer-paid, and employees do not have the option to receive the contributions directly. All contributions are paid by the employer directly to the plan.
(2) The “pick up” by the City of Louisville provided by this section shall apply to all persons that are employees of the City of Louisville who are or become contributing members of OPERS.
(3) The City of Louisville’s method of payment of salary to employees who are participants in OPERS is hereby modified as follows, in order to provide for a salary reduction pick up of employee contributions to OPERS.
(4) The total salary for each employee shall be the salary otherwise payable under the City of Louisville policies. Such total salary of each employee shall be payable by the City of Louisville in two parts: (a) deferred salary and (b) cash salary. An employee’s deferred salary shall be equal to that percentage of that employee’s total salary which is required from time to time by OPERS to be paid as an employee contribution by that employee, and shall be paid by the City of Louisville to OPERS on behalf of that employee as a pick up and in lieu of the OPERS employee contribution otherwise payable by that employee. An employee’s cash salary shall be equal to that employee’s total salary less the amount of the pick up for that employee, and shall be payable, subject to applicable payroll deductions, to that employee. The City of Louisville shall compute and remit its employer contributions to OPERS based upon an employee’s total salary. The total combined expenditures of the City of Louisville for such employees’ total salaries payable under applicable City of Louisville policies and the pick up provisions of this resolution shall not be greater that the amounts it would have paid for those items had this provision not been in effect.
(5) The treasurer and/or the clerk are hereby authorized and directed to implement the provisions of this ordinance to institute the “pick up” of the statutorily required contributions to OPERS for those persons reflected in subsection (e)(2) herein so as to enable them to obtain the result in federal and state tax deferments.
(f) Police and Firemen’s Disability and Pension Fund. Where an employee is a member of the Police and Firemen’s Disability and Pension Fund (PFDPF), the compensation listed in subsection (a) hereof shall be reduced by ten and three quarters percent (10.75%) effective July 13, 2013; eleven and one half percent (11.50%) effective July 12, 2014; twelve and one quarter percent (12.25%) effective July 11, 2015; and the amount of the employees’ contributions to PFDPF shall be paid by the employer on behalf of the employee, and the amount of the employee’s contributions paid on behalf of the employee shall be added to salary in the calculations of pensions and other benefits, and shall be subject to City income tax.

(g) Longevity.
(1) Effective January 1, 2024, all full-time officers and department heads (City Manager, City Clerk, Director of Finance, Fire Chief, Police Chief, Planning Director and Director of Service Operations) shall receive, beginning on their fifth anniversary date of full-time hire, a longevity allowance in addition to their regular compensation, payable as divided by 2080 hours, and paid with his or her regular pay. The longevity allowance shall be based on length of service as defined below at the rate of one-half percent (.5%) of the sum of the compensation provided in Section 157.01(a) and (b) should it apply, for each year of service in excess of five years up to a cap of four thousand seven hundred and fifty dollars ($4,750) maximum.
(2) Effective January 1, 2024, all full-time employees, other than shown above in subsection (d)(1) hereof shall receive, beginning on their fifth anniversary date of full-time hire, a longevity allowance in addition to their regular compensation, payable with his or her regular pay. The longevity allowance shall be based on length of service as defined below at the rate of one-half percent (.5%) of the sum of the compensation provided in Section 157.01(a) and (b) should it apply, for each year of service in excess of five years up to a cap of three thousand five hundred dollars ($3,500) maximum. (h) Stipends.
(1) Education Pay. Full-time Police Lieutenants who have a minimum of an Associate’s Degree in Justice Studies shall receive an annual payment of eight hundred fifty dollars ($850.00).
(2) Property Management Supervisor Stipend. The employee who is assigned as Property Maintenance Supervisor, shall be paid an additional one dollar ($1.00) per hour worked in such seasonal supervisory assignment.
(3) Crew Chief Stipend. The employee who is assigned as Crew Chief, shall receive an additional one dollar and fifty cents ($1.50) for each hour worked.
(4) Administrative Lieutenant Stipend. The employee who is assigned as Administrative Lieutenant, shall receive an additional two dollars and eighty-eight cents ($2.88) for each hour worked.
