(a) Display. Every licensee conducting business at a fixed location shall display the license certificate in a prominent place upon the licensed premises. Other licensees shall carry their license certificates at all times and shall exhibit the same whenever requested by any officer or citizen.
(b) Transferability. A license shall be valid only for the person or entity appearing on the license and only for the conduct of the business and at the place designated thereon. A license shall not be assignable or transferable.
(c) Revocation. The license may be revoked and canceled by the City Manager or Board of Building Appeals at any time for neglect or refusal to comply with any of the ordinances, rules, regulations, and governing laws; provided, however, that such license shall be revoked only after due notice by personal service or by regular mail to the address of the license holder provided on application of registration or last renewal of the license, fixing the time and place of hearing by the Board of Building Appeals. Revocation shall become effective upon notice served upon the licensee or posted upon the premises affected.
(d) Suspension. As a preliminary to revocation, the City Manager or assignee may issue an order suspending the license, which shall become effective immediately and served upon the contractor personal service or by regular mail sent to the address of the license holder at the address provided on the application for registration or the last renewal of the license. Notice shall specify the reason for suspension, and may provide conditions under which reinstatement of the license may be obtained. Upon compliance with such stated conditions within the time specified, the license may be restored.
