No housing license shall be issued or renewed unless the applicant, owner or operator in the application agrees to such inspections pursuant of Section 1333.10 as the City may require to determine whether the residential rental dwelling, rooming house or dormitory, in connection with such permit is sought, is in compliance with applicable rules pursuant thereto.
