The Property Maintenance Officer shall enforce the provisions of this regulation and is hereby authorized and directed to make inspections pursuant to one or more of the plans for inspection authorized by Section 1333.07; or in response to a complaint that an alleged violation of the provisions of this regulation or of applicable rules pursuant thereto may exist; or when the City has probable cause to believe that a violation of this regulation or any rules pursuant thereto has been or is being committed.
