The City Manager is hereby authorized and directed to develop and adopt plans for the inspection of dwelling units subject to the provisions of this regulation, including but not limited to:
(a) A plan for the periodic inspection of all residential rental dwellings, rooming houses and dormitories.
(b) A plan for the systematic inspection of all premises within the City subject to the provisions of Section 1333.29 et seq.
