(a) The applicant for a permit under the provisions of Section 1315.01, shall, in addition to the permit fee required by Section 1315.01(c), post and deposit with the City Manager a cash bond of one hundred dollars ($100.00) conditioned upon the proper performance of such house moving in accordance with the terms of the permit and to ensure the representation of the applicant of the facts set forth in the application for the permit. If he deems necessary for any reason, the City Manager may require the applicant to post a larger cash bond than hereinbefore mentioned, before granting approval.
(b) The cash bond as required shall not be released by the City Manager until he is satisfied that no damages have occurred by reason of such moving and that this section and all other ordinances of the City and the laws of the State of Ohio relating to house moving have been complied with.

(c) A forfeiture is hereby provided whereby the City will retain fifty dollars ($50.00) from the cash bond for each twelve-hour period or part thereof in which a building, for which a permit has been issued in accordance with Section 1315.01, remains upon the public streets or thoroughfares in excess of the time requested in the application.
