(a) The Building Inspector and his deputies, assistants or employees assigned to him, or persons assigned to cooperate with him by other departments of the City so far as may be necessary for the performance of their duties shall have the right to enter upon any buildings covered by this Residential Code under construction, repair, alteration, removal or damaged or menaced by fire, storm or any other casualty in all instances and under conditions not in violation of the Constitution or the laws of the State or of the Constitution or the laws of the United States. If, in the opinion of the Building Inspector, any existing structure covered by the Code should be examined because of hazardous or unsafe conditions, the owner or tenant shall be so notified and a time established for such an inspection.
(b) For the purpose of identification, the Building Inspector shall adopt a badge of office which he or his authorized representative shall display on demand; provided, however, that in an emergency, any other method of identification shall be sufficient.
