(a) Pipes for water service from the curb box to the water meter if including stop and waste valves shall be installed and maintained by, and at the expense of, the property owner. Pipes for water service from and including the curb box to the main shall be maintained by and at the expense of the City, subject to Section 949.01.

(b) When the property owner fails to properly maintain the pipes for water service from the curb box to the water meter the Water Superintendent may notify the property owner that service will be discontinued until such time as the water line is repaired. In determining the actual time of discontinuance, consideration shall be given to the amount of leakage, weather conditions, water supply and hardship that discontinuance will cause. In any instance where water service has been discontinued for failure to maintain pipes for water service from the curb box to the water meter, a charge of sixty dollars ($60.00) per service inside the City and one hundred twenty dollars ($120.00) per service outside the City shall be first paid to the City before such service may be resumed.
