939.05 PUBLIC WORKS EXCEPTIONS.

The provisions of Sections 939.01 through 939.04 shall not be held to govern the construction of sewers and laterals thereto, which are duly advertised, bids received and contracts entered into in accordance with special legislation passed by Council.
