No person shall be authorized or permitted to do the work of tapping or constructing connections with any public sewer or drain or their laterals or any sewer or drains located in any public street, alley, easement or other public property of the City, until he has been licensed by the City Manager. Prior to the City Manager issuing this license, he shall obtain the approval of Council.
