(a) Whenever anyone requires water service for a temporary, special or extraordinary use, he shall make application therefor and first contract with the City upon a fair and reasonable charge for the service. If such user is not a freeholder, he shall be required to give a reasonable surety to guarantee the charge.
(b) A permit may be issued by the City Manager to any building or construction contractor for temporary water service necessary during the course of construction, on lots or lands within the City and for which water service the building or construction contractor is billed in the same manner and at the same rates as provided for in Section 931.16(a).
