(a) Each applicant for and consumer of water served by the City shall pay therefor monthly on or before the last day of the calendar month in which billed, for all water furnished him during the preceding monthly period as indicated by his water meter according to the following schedule: (Ord. 21-58. (1) (EDITOR’S NOTE: Former subsection (a)(1) was repealed by Ordinance 05- 56, passed December 19, 2005.)
(2) For buildings containing more than two-family dwelling units as follows:
A. Average consumption per dwelling unit. An average consumption per dwelling unit shall be determined by dividing the total consumption per meter by number of units served from meter.
B. Average cost per dwelling unit. An average cost per dwelling unit shall be determined by applying the rates for a single-family dwelling unit as set forth in subsection (a)(1) above to the average consumption per dwelling unit.
C. Total billing per meter. Total billing per meter shall be determined by multiplying average cost per dwelling unit by number of dwelling units served by such meter.

(3) In addition to the rates provided for in subsection (a)(1), (2) and (3) hereof each consumer outside the City corporate limits shall pay an additional seventy-five percent (75%) effective with the first billing of 1993 and one hundred percent (100%) effective with the first billing of 1994 of the amount computed under subsection (a)(1) and (2) hereof.

(4) The City will fill swimming pools within the City from City hydrants and water lines using City personnel at the convenience of the City and its personnel and will charge therefor a total sum equal to the payroll cost of City personnel plus three and one-half percent (3.5%) for fringes and maintenance of equipment plus the same rate as would be charged under subsection (a)(1) hereof for a single family dwelling for all water used in filling such pool, the amount of water so being used to be determined by the City Manager and such determination shall be final and conclusive.

(5) When the City Manager determines that the water supply for the usage of City residents shall not be jeopardized, he may authorize the sale of water in bulk for tank sales at a cost of sixteen dollars ($16.00) per 1,000 gallons or fraction thereof.

(6) Where the land is served with City water, and water is metered through the user's meter for filling a swimming pool, the user's charge computed under subsection (a)(1) and (2) hereof shall be computed by first reducing the total metered service by the amount of water used in filling the pool as determined by the City Manager, and his determination of the amount of reduction shall be final and conclusive. In addition, the pool owner shall be charged for the amount of water used in filling the pool an amount computed under subsection (a)(1) hereof as if such pool were a single dwelling unit.

(b) If not paid by the last day of the month billed, all bills rendered under the schedules set forth in subsection (a) shall increase by ten percent (10%) the first month or part thereof and two percent (2%) each month or part thereof after the first month until paid.
