901.02 PERMIT AND BOND.
   Whenever it is necessary to cause any excavation or opening in any improved street in the City, for the purpose of repairing any sewer line, water line, gas line, electric power or telephone cable, or the installation of any sewer lateral line, water lateral line, gas line, electric power or telephone cable or for any other purpose not herein mentioned, the person or contractor doing or causing the excavation or opening shall before commencing the work make written application to the City Manager stating the work desired to be done, the estimated time and cost of the improvement. No work shall be commenced without the approval by the City Manager. Before granting approval, the City Manager shall require deposit of a cash bond or surety bond not to exceed twice the City Manager's estimated costs for the improvement, guaranteeing the completion of the work in accordance with specifications set forth in Section 901.03.
