901.03 CLOSING EXCAVATIONS; PAVEMENT RESTORATION.
   (a)    On hard surfaced paved streets, all loose dirt excavated shall be moved from the site and the opening filled with tamped sand, to within seven inches of the surface of the paved street. Four inches of cement, with the mixture in which at least one part shall be Portland cement, two parts shall be washed sand and three parts wash gravel, shall then be placed on top of the tamped sand in such a manner that the cement extends at least six inches beyond the area of the tamped sand on all sides. There shall then be a surface coating of three inches blacktop or equivalent placed on the cement after it has been permitted to harden.
   (b)    On all other streets in the City the excavated ground shall be removed and the opening of the street filled with tamped sand to within eight inches of the surface of the surrounding street. Eight inches of road gravel or slag shall then be placed on top of the tamped sand and where the surface area of the streets has been chipped and sealed, a chip and seal coating similar to the surrounding area of the street shall be placed.
