Notwithstanding any contrary provision of law, general or special, the County Administrator is authorized to establish a monetary bonus program for any officer and employee of the County for exceptional services, hazardous duty, or for hiring or retention purposes, provided the funds are duly appropriated by the Board of Supervisors for such purposes.
