(a) No person shall apply Class B biosolids to any land in the County without first obtaining a permit from the Loudoun Department of Public Health. This local permit is required in addition to all State, Federal or other applicable permits and approvals. Local permits may be issued for time periods up to five years; however, the local permit shall not extend beyond the time period covered by other permits.
(b) Before additional land can be permitted for land application of biosolids, application must be made for amendment to existing local permits.
