Any right, authority, duty or obligation explicitly vested in any department, division, agency or officer of the County by virtue of any ordinance, regulation, policy or agreement entered into by the County shall be deemed to be vested also in the County Administrator or his or her designee.
This provision shall not apply if such application would be inconsistent with State or Federal law or if explicitly prohibited by ordinance.
