The Director may revoke an owner's permit upon the finding of serious, repeated, or flagrant violations of any of the requirements of this chapter or interference with the performance of the Director's duties. No person shall operate any water recreation facility subject to an order of permit revocation. An owner's permit may not be revoked unless the permit holder has been served with written notice of the Director's intent to revoke the permit, stating the reason the permit is subject to revocation and informing the permit holder of the opportunity for a hearing before the Director. The holder of an owner's permit subject to an order of permit revocation may request a hearing as described in Section 838.12.
