The purpose of this chapter is to prescribe procedures and regulations intended to ensure fairness and an equal opportunity to all prospective bidders in the cable television franchising process, to minimize and avoid competitive abuse, extreme marketing pressure on public officials and conflict of interest on the part of residents and officials, and to protect the interests of the residents of the County, who are potential subscribers or customers of the franchise.
