The license tax on dogs shall be due and payable as follows:
(a) The owner of any dog four months old or older shall obtain a license as prescribed in Section 612.03.
(b) If a dog owned by a resident of the County i) becomes four months of age, or ii) is brought into the County by the owner, is four months of age and unlicensed by the County or any other jurisdiction in the Commonwealth, the license tax for the remaining rabies vaccination effective period shall be paid by the owner within 30 days of either event.
