The Board of Supervisors finds it necessary and proper to exercise its statutory authority to provide for the protection of the health, safety and welfare of the citizens of the County and for the preservation of peace and good order by regulating conduct in and around certain modes of public transportation operated by the Washington Metropolitan Area Transit Authority.
