No dealer or pawnbroker shall sell, melt, alter any serial number, change the form of or dispose of any article received by him, of which he is required to make record and report under this chapter, within 15 days after such report is submitted to the Sheriff. All such articles shall be retained in the possession of the dealer or pawnbroker, within the County of Loudoun, during the 15 day period.
