This program for providing grants of secured loans to employees for home ownership shall be administered by the County Administrator or his /her designee in accordance with the purpose and provisions of this chapter. The County Administrator or his/her designee is authorized and empowered to adopt rules and regulations to ensure the integrity and legislative intent of the program. Such rules and regulations may provide for incentives to employees, so long as such incentives are consistent with the legislative intent of ensuring the competitiveness of Loudoun County as an employer.
