All departments, officials, and public employees of the County vested with the duty or authority to issue permits or licenses shall conform to the provisions of this Ordinance and all other applicable ordinances or laws and shall not issue such permits or licenses for uses, structures, or purposes where the same would be in conflict with any of the provisions of this Ordinance. Any such permit or license issued in conflict with such provisions shall be null and void.
