To ensure the competitiveness of the government of Loudoun County as an employer, a program is established by this chapter of providing for the use of funds, other than State funds, to provide home-ownership grants to certain employees of the County as set forth herein. This program shall be administered in accordance with this chapter by the County Administrator or his designee. To ensure the integrity of this program, the grants will be awarded as secured loans that are forgiven upon compliance with the terms and conditions imposed by this chapter.
