1430.01 HOUSE TRAILER AND MOBILE HOME DEFINED.
   For the purposes of this chapter, "house trailer and/or mobile home or similar type of vehicle or structure" means any vehicle or structure so designed and constructed as to permit occupancy thereof as sleeping quarters for one or more persons, or so designed and constructed as to permit the conduct of any business, profession, occupation or trade therein or therefrom, or so designed and constructed as to permit its use as a selling or advertising device, and so designed, after fabrication, for transportation on streets or highways on its own wheels or on a flat bed or other trailer, and arriving at the site where it is to be occupied as sleeping quarters, or used for the conduct of a business, profession, occupation or trade, or used as a selling or advertising device, complete and ready for such use, except for minor and incidental unpacking and assembly operations, and located on jacks or another temporary or permanent foundation and connected to utilities and the like. This definition is meant to describe structures of a permanent type which are connected to utilities. The definition specifically excludes camping and recreational vehicles.

1430.02 PARKING IN OTHER THAN MOBILE HOME PARKS PROHIBITED.
   No owner, agent or other person shall park a house trailer and/or mobile home or similar type of vehicle or structure on any tract of land owned by any person, occupied or unoccupied, within the Village, except in a mobile home park as provided for by this chapter. (Ord. 14-84. Passed 4-2-84. )
1430.03 EXISTING VEHICLES AND STRUCTURES.
   Notwithstanding Section 1430.02, nothing in this chapter shall in any way affect a house trailer and/or mobile home or similar type of vehicle or structure legally parked or used by any person prior to the effective date of this chapter (ordinance 14-84, passed April 2, 1984). If any such vehicle or structure is moved or removed, it may be replaced only after making proper application to the Zoning Inspector to do so and upon approval thereof by Council and compliance with Section 1430.04. In making its determination, Council shall consider whether or not the replacement unit is at least equal to or better in condition and appearance than the vehicle or structure to be replaced.

1430.04 GENERAL REGULATIONS.
   An existing house trailer and/or mobile home or similar type of vehicle or structure, or a replacement thereof, shall comply with the following conditions:
   (a)    All installations of such vehicles or structures in the Village shall be according to the specifications of the Ohio Department of Health for mobile home parks, except for local specifications adopted.
   (b)    Each lot upon which any such vehicle or structure is located shall be owned by the individual installing such vehicle or structure or having it installed.
   (c)    All such vehicles or structures shall be supported on concrete supports. Such supports shall be not less than ten inches in diameter and shall extend a minimum of forty inches below ground level. Such supports shall not extend above ground level. Each unit so supported shall have a minimum of two parallel rows of such supports running the length of the unit and such supports shall be spaced a maximum of eight feet, center to center, in each row.
   (d)    Each such vehicle or structure shall have placed around its perimeter skirts or panels of a material suitable for screening from view the area beneath such vehicle or structure.
   (e)    Only awnings and storage units equivalent to commercially manufactured units are acceptable as additions to such vehicles or structures.
   (f)    No patio constructed for such a vehicle or structure shall be less than 180 square feet. (Ord. 14-84. Passed 4-2-84.)
1430.05 ENFORCEMENT.
   The Zoning Inspector of the Village shall enforce this Chapter.

1430.99 PENALTY.
   Whoever violates any of the provisions of this chapter shall be fined not more than five hundred dollars ($500.00) for a first offense. Simultaneously with the filing of a complaint for a violation of any of the provisions of this chapter, the Zoning Inspector shall serve a written notice upon the owner of the house trailer and/or mobile home or similar type of vehicle or structure in question to remove the same. Such notice shall be in writing and shall be handed personally to such owner or mailed to him or her at his or her last known address. If such address is unknown, service shall be deemed complete upon the publication of such notice on the Village of Loudonville web site and social media account(s) (if any) for two consecutive weeks. Ten days after service of such notice, a separate offense shall be deemed committed each day during or on which a violation occurs or continues. Such person shall be fined not more than one hundred dollars ($100.00) for each subsequent violation.
