The following regulations shall govern all new or replacement house and building connections in the Village:
(a) There shall be a separate connection with the sanitary sewerage system for each building sewer, such connection to be made of the following:
(1) Four-inch plastic pipe Schedule Forty conforming to ASTM Specification #D-3034 made watertight with “o” rings specified by the manufacturer for the type of pipe and joint being used; or
(2) The underground building drain shall be plastic PVC Schedule Forty or plastic ABS Schedule Forty or heavier with “o” ring connections. The above ground building drain and soil waste shall be cast iron soil pipe with stainless steel and neoprene bands, plastic PVC Schedule Forty or plastic ABS Schedule Forty pipe or heavier, with “o” ring connections.
(b) There shall be no trap or any manner of obstruction to the free flow of air throughout the whole course of the connections of soil pipe from the sewer trap to the opening of the soil pipe above the top of the building.
(c) Every fixture shall be effectually trapped in strict compliance with the provisions of the Ohio Basic Building Code. No sink, lavatory or pipe drain shall be less than one and one-fourth inches in diameter and all sinks and lavatories shall be vented.
(d) Every commercial food preparation location or operation shall install or have installed effective grease traps/interceptors within the building or premises of operation, and shall keep the same cleaned and maintained so that it functions properly as required by Section 1020.12
of the Codified Ordinances of the Village of Loudonville.
(e) No privy, vault or cesspool shall be connected with the house connection or sewer. When water closets take their place, they shall be thoroughly cleaned out and filled with dry earth. When septic tanks are abandoned, they shall be backfilled with dry earth and sand.
(f) Every water closet shall be adequately flushed with water from a proper connection with the Village Water Works, or a private well if one exists. Every water closet or urinal apartment shall have a direct means of ventilation into the open air.
(g) All soil and waste pipe shall be as direct as possible, and all parts of the works shall be so arranged that all times they may be readily examined and repaired. Before fixtures are placed in connection with the plumbing work of any house or building, and before the soil pipe is connected with the drain or connection to the sewer, the outlet soil pipe and all openings into it shall be hermetically sealed. The pipe shall then be filled with water to its top twenty-four hours prior to calling for inspection from the Sewer and Plumbing Inspector. No connection of a fixture shall take place until the same has been approved by the Plumbing Inspector. The water test can be done in sections with an additional inspection fee for each section.
(h) Cleanouts shall be installed at each change of direction of the building drain greater than forty-five degrees. There shall be a maximum of fifty feet between cleanouts.
(i) Vent piping shall be of copper pipe or plastic PVC Schedule Forty or plastic ABS Schedule Forty.
(j) Every fixture trap shall be protected from siphonage, and air circulation shall be assured by means of vent or back-vent pipe. The required size of main vents or vent stacks shall be determined from the size of the soil or waste stack vented, the total number of fixture units drained into it, and the developed length of the vent, in accordance with Table 1224.45, interpolating when necessary between permissible lengths of vent given in the Table. Twenty percent of the total length may be installed in a horizontal position.
No vent shall be less than one and one-fourth inches in diameter for one and one- fourth and one and one-half inch traps and waste. For two-inch and three-inch traps and waste, the vents shall be one and one-half inches in diameter. For traps and waste larger than three inches, branch or main vents shall have a diameter not less than four inches and in no case shall the length of the branch vent of a given diameter exceed the maximum length permitted for the main vent serving the same size soil or vent stack.
No vent pipe through the roof shall be less than three inches in diameter. Change in diameter shall be made by increases on foot below the roof, and shall extend at least one foot above the roof and at least four feet above the top of the highest window of each building.
