All sewerage facilities charges collected July 1, 1979, and thereafter, for the City shall be placed and deposited in the Sewer Construction and Maintenance Fund established by Section 64.19.2 of this Code, such monies to be expended for the purposes set forth in said section and to pay for any refunds, billing, collection and administration costs relating to the sewerage facilities charge.
