It is the policy of the City of Los Angeles that the privilege of printing and sending newsletters or mass mailings at City expense by City officials shall be limited according to the provisions of this article and of other applicable law in order to assist and expedite the conduct of the official business, activities, and duties of the elected officials and employees of the City of Los Angeles.
