Sec. 5.591. Creation and Administration of Measure A Projects and Programs Fund.
 
   (a)   There is hereby created and established in the Treasury of the City of Los Angeles a special fund to be known as the "Measure A Projects and Programs Fund".
 
   (b)   The purpose of the Measure A Projects and Programs Fund (the "Project Fund") shall be for the receipt, retention, and disbursement of funds received by the City of Los Angeles from the Los Angeles County Regional Park and Open Space District ("RPOSD") for projects and programs funded under Measure A, the "Safe, Clean Neighborhood Parks and Beaches Measure of 2016", approved by Los Angeles County voters in November 2016 ("Measure A"), in funding categories entitled:
 
   (1)   Community-Based Park Investment;
 
   (2)   Neighborhood Parks, Healthy Communities, and Urban Greening;
 
   (3)   Natural Lands, Local Beaches, and Water Conservation and Protection;
 
   (4)   Regional Recreational Facilities, Multi-Use Trails, and Accessibility;
 
   (5)   Youth and Veteran Job Training and Placement;
 
   (6)   Implementation, Operations, and Oversight; and
 
   (7)   Other funding categories for Measure A established by the County of Los Angeles Board of Supervisors and RPOSD for which a special fund has not been created and established in this Chapter 185.
 
   (c)   The Project Fund shall be administered by the Department of Recreation and Parks, and expenditures from the Project Fund shall be authorized by the Board of Recreation and Park Commissioners. All monies in the Project Fund shall be expended exclusively to pay for services, labor, and expenses, including administrative costs, specifically related to projects and programs funded under the Measure A funding categories set forth in Section 5.591(b).
 
   (d)   All interest and earnings attributable to the monies in the Project Fund shall be credited to the Project Fund and shall be used solely for the purposes of the Project Fund.
 
   (e)   Pursuant to City Charter Section 344, at the close of each fiscal year, monies not expended from the Project Fund shall remain in the Project Fund and shall not revert to the Reserve Fund.
