(a) In addition to and notwithstanding any charges that may otherwise be provided by law, the Office of Finance shall charge and collect the following fees:
1. For conducting any business records search for the purpose of providing or verifying any non-confidential information, including but not limited to the name, address, ownership, classification, application or registration of any business or person, the charge shall be $3.00 for each search, provided, however, nothing contained in this subsection shall be construed as requiring the payment of this fee as a prerequisite to the right of an individual to inspect a public record pursuant to the California Public Records Act.
