The General Manager of the Department is authorized to adopt suitable rules and regulations to carry out the power and authority conferred by this Article. In addition, the General Manager may, by such rules and regulations, determine that Information Technology System services should, in whole or in part, be provided by the office or department requiring the same when such is determined to be in the interest of economy or efficiency.
