Information Technology System services shall not include construction, installation, operation or maintenance of scientific investigation electronic equipment of the Police Department, nor shall such services include dispatch operations of the Police or Fire Communications Centers, except to the extent requested by such department and approved by the General Manager of the Department or if so ordered by the Council. Nor shall it include the physical delivery services, messenger services and mail services (including deposits in the United States mail).
