All departments, employees, and officers of the City of Los Angeles shall cooperate to the fullest extent with the Community Development Department; provided, however, that no such department or officer shall be required to do anything in this connection which would conflict with the lawful, proper and necessary conduct of his or its duties as provided by the Los Angeles City Charter.
