Sec. 22.472. Operative Date of Chapter.
 
   This chapter shall be operative on January 1, 1977, or upon the effective date of the ordinance enacting this chapter, whichever is later. The authority to operate will be limited until the resources to insure full operations have been provided by the Mayor and Council.
