All monies deposited hereunder shall be refunded upon order of the Board after all outstanding charges have been paid upon termination by the Board or upon written request of the depositor. The depositor shall surrender his original receipt for the guarantee deposit on file or an affidavit as to its loss with proof of identity, approved by the Board.
