Sec. 19.7. Objection to Change.
 
   The owners of real property abutting on any public street in the City of Los Angeles, the name of which is proposed to be changed, or their duly authorized agents, who shall make affidavit that they are such owners or agents, may within thirty days after the date appearing on said "Notice" file written objections to the proposed change of name with the City Engineer, which objections must be signed by each person objecting, and must give the legal or other sufficient description of the property for which he signs, and the post office address of each signer thereof. The Council shall fix a time for the hearing of the same. The City Engineer shall thereupon notify each person objecting, by mailing a notice addressed to him postage prepaid, informing him of the time and place of hearing. At the time specified the Council shall hear the objections and pass upon the same and its decision thereon shall be final and conclusive.
