Sec. 19.3. Publication of Ordinance Effecting Change.
 
   At the expiration of thirty days after the date appearing on said “Notice”, the Council may pass an ordinance ordering the name of the street changed as set forth in said notice. An ordinance ordering the name of a public street changed shall be published once in a daily newspaper published and circulated in The City of Los Angeles and designated by the Council for that purpose, and the City Clerk shall immediately thereafter provide a copy of said ordinance to all City departments rendering emergency service to the properties affected thereby and to the postmaster or superintendent of the post office delivering mail thereto.
