Sec. 19.1. Council to Determine Necessity.
   The City Council, in the public interest, convenience or necessity, may determine and order that the name of any public street be changed in order to eliminate a duplication of names or for any good and sufficient reason, by ordinance forthwith, or may order that the name of any such street be changed in the manner hereinafter provided.
