Upon the franchise, permit or privilege being awarded, all deposits paid by unsuccessful bidders shall be returned. The deposit of the successful bidder shall be retained until the approval and filing of a bond hereinafter provided for, whereupon the Five Hundred Dollar deposit shall be returned and the remainder, if any, of the Two Hundred Dollars (or such other deposit amount which has been established) after the payment therefrom of all expenses incurred by the City in connection with the advertising, engineering, clerical work and awarding of said franchise, permit or privilege, shall be returned.
