All fees, charges and other revenues received by the Authority shall be deposited in a special fund within the Treasury of the City of Los Angeles to be known as the “Industrial Development Authority Fund” herein referred to as the “Fund”, which is hereby established. Expenditures, withdrawals and disbursements from the Fund shall only be made with the prior approvals of the Authority and the Council.
