During any absence of the Mayor from the City, or during the course of sickness or disability of the Mayor to act as in this chapter provided, the powers of the Mayor herein provided, as the term “Mayor” is defined in Section 8.25, shall be exercised by the Chairperson of the Emergency Operations Board.
