There is hereby established within the Treasury of the City of Los Angeles a special fund to be known as the “Watts Towers Restoration, Maintenance and Preservation Trust Fund” hereinafter referred to as “Fund”. The Fund shall be used for restoration, maintenance and preservation of the Watts Towers. Any expenditure from the Fund shall be subject to the Mayor and City Council having approved an expenditure plan for the restoration, maintenance and preservation of the Watts Towers. The Fund shall be administered, and expenditures therefrom be authorized, by the General Manager of the Cultural Affairs Department or his designee thereof in accordance with established City practice.
