There is hereby established within the Treasury of the City of Los Angeles a special fund to be known as the "Telecommunications Development Fund". All monies received or collected by the City from any cable and digital video franchise holder other than Charter Communications or Time Warner Cable, as public, educational and government (PEG) fees, and all monies received or collected by the City from private line franchise holders shall be deposited into said Fund. There is hereby established within the Telecommunications Development Fund, an account to be known as the "General PEG Fee Account". All PEG monies received or collected from any cable and digital video franchise holder other than Charter Communications and Time Warner Cable shall be deposited into the General PEG Fee Account.
