(a) Only duly authorized employees of the Utilities Department are permitted to make repairs to the tap or publicly-owned water service connection. When deemed advisable by the Utilities Department, the entire service connection will be replaced.
(b) Repairs to all taps and publicly-owned water service connections in all areas served directly by the Utilities Department shall be assumed by the Utilities Department unless the repairs are made necessary because of work done by, or for, the owner, in which case he shall pay the full cost thereof.
(c) Where the tap and publicly-owned water service connection is damaged by a contractor or other utility, the full cost of repairs shall be charged to those responsible for the damage.
(d) Where the Utilities Department determines that it is more economical to replace than repair a sub-standard tap and publicly owned water service connection (smaller than or equal to one (1) inch in size) the owner may be notified, if practical, and be permitted to have a standard tap and service connection installed in accordance with the schedule of charges for such work, as stated in Section 911.405.
