Parks and Playgrounds
   EDITOR'S NOTE: Cowling Park and all other parks and playgrounds in the City are under the supervision of the Playground and Public Recreation Commission. Copies of Park Rules and Regulations are available at the Municipal Building.

1062.01 ALCOHOL AND DRUGS.
   No person shall consume in, or bring onto, any park or recreational area in the City, any alcoholic beverage except as provided in this Chapter. No person shall consume in, or bring onto, any park or recreational area in the City, any illegal drug.

1062.02 PARKS AND RECREATIONAL AREAS DEFINED.
   Parks and/or recreational areas include the grounds of Cowling Park, Burr Park, Merri-Mac Park, the quasipublic Tennis Courts and the Municipal Swimming Pool and the Community Center.

1062.03 VIOLATIONS OF RULES AND REGULATIONS PROMULGATED BY PLAYGROUND AND PUBLIC RECREATION COMMISSION OR SUPERINTENDENT OF RECREATION.
   (a)   No person shall violate any rule or regulation promulgated by the Playground and Public Recreation Commission pursuant to Section 276.04 of these Codified Ordinances or the Superintendent of Recreation pursuant to Section 242.04(c) of these Codified Ordinances.
   (b)   Park and Pool Rules and Regulations.
      (1)   Park hours for unlighted parks are from sunrise to sunset apart from lighted parks which shall be open according to the hours posted.
      (2)   Smoking of tobacco products, use of smokeless tobacco, vaping or use of e-cigarettes are prohibited within twenty-five feet of the City pool area and any City park structures which would include shelters and park equipment.
      (3)   Use of any drugs or alcohol is prohibited.
      (4)   All pets in City parks must be on a leash, except for the Yelp Yard. Pet owners must clean up after their pets. Doggie-bags are provided at most of City park enhances for the use to clean up pet waste.
      (5)   Large domestic and non-domestic pets or animals are not permitted in City parks with the exception of cats and dogs, without the permission of the Safety Service Director or their designee.
      (6)   No dumping, littering, or discarding of cigarette butts is permitted in City parks.
      (7)   Excessive noise which unreasonably annoys, injures or endangers the comfort, health, peace or safety of others is not permitted. No person in or adjacent to a park shall operate or play a radio, TV, musical instrument, or use amplifying sound equipment that disturbs the peace and good order in the park, unless prior approval by Safety Service Director or their designee.
      (8)   Bullying will not be tolerated.
      (9)   Shelter reservations are for shelters only. The park and its amenities will remain open to the public during any scheduled event or shelter reservation.
      (10)   Putting up tents or temporary shelters for parties must be approved by Safety Service Director or their designee.
      (11)   Camping or other temporary lodging or sleeping is not permitted in City parks.
      (12)   Fireworks, explosives, or other explosive materials are prohibited in City parks.
      (13)   Aerosol cans are prohibited.
      (14)   Firearms are prohibited, as well as, but not limited to, the discharge of firearms in, into or through any park area.
      (15)   No person in the park shall offer for sale any article, privilege or service unless such sale is pursuant to a contact or an agreement with the City through the Safety Service Director or their designee.
      (16)   Parking is allowed in designated areas only. Parking lots are designated to be for the use and enjoyment of the Parks and Recreation Department areas only. Commercial vehicles are prohibited. Overnight parking is prohibited. Violators will be subject to enforcement pursuant to Chapter 454 of these Codified Ordinances.
      (17)   Motorized vehicles are not allowed on any pedestrian access/trail in the park with the exception of wheelchairs/scooters that are used for the transportation of a disabled person.
      (18)   Swimming is not allowed in the parks apart from the London Municipal Swimming Pool during the hours of operation.
      (19)   Misuse and destruction of equipment is vandalism, a punishable crime.
      (20)   Violation of rules may result in a trespass of property.
      (21)   City codes and regulations shall be followed at all times.

1062.04   ALCOHOLIC BEVERAGES FOR NON-SPORTING EVENTS.
   Pursuant to an application and agreement to rent the Community Center for a non-sporting event, an applicant may also apply for an alcoholic beverage permit subject to the following conditions and limitations:
   (a)   The applicant must comply with all applicable Ohio Revised Code provisions, City of London Codified Ordinance provisions and all rules and regulations promulgated by the Playground and Public Recreation Commission;
   (b)   The applicant must agree to indemnify the City of London and hold the City of London harmless for any claims for injuries, damages or losses occurring during the event for which the applicant rents the Community Center and seeks an alcoholic beverage permit;
   (c)   The Safety-Service Director shall review and approve or deny any application for an alcoholic beverage permit;
   (d)   The applicant may appeal the decision of the Safety-Service Director to the Playground and Public Recreation Commission;
   (e)   Alcoholic beverage permits may only be granted for non-sporting events and shall not be granted for sporting events.

1062.99 PENALTY.
   Whoever violates any of the provisions of this chapter is guilty of a minor misdemeanor and shall be fined not more than one hundred dollars ($100.00) for each offense. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
