§ 157.082 SUBSTITUTION OF NON-CONFORMING USES.
   If no structural alterations are made, except as required by the building code or property maintenance code, any non-conforming use may, upon appeal to the Board of Zoning Appeals, be changed to another non-conforming use of the same or of a more restricted classification, or the Board shall find that the use proposed for substitution is equally appropriate or more appropriate to the district than the existing non-conforming use. In permitting such change, the Board may require appropriate conditions and safeguards in accord with other provisions of this chapter, which if violated are punishable under § 157.031. Whenever a nonconforming use has been changed to a more restricted use or to a conforming use, such use shall not thereafter be changed to a less restricted use.
