Whenever the public necessity, convenience, general welfare, or good zoning practices require, City Council may by ordinance after receipt of recommendation thereon from the Commission, and subject to the procedures provided by law, amend, supplement, change or repeal the regulations, restrictions and boundaries or classification of property. Sections 157.059 to 157.069 of this chapter shall specify the procedure to be followed in the case of all amendments to this chapter.
