A person shall make application in writing for a construction, remodeling, or wrecking permit to the director of public service and safety. The application shall state clearly and fully the work contemplated to be done and shall give the correct or estimated value of the work for which the application is made. The estimate of value shall be verified by the affidavits of the applicant when required by the director of public service and safety.
